Public bug reported:

I have installed Bulgarian and Russian languages (over english), but
can't select this from the  gnome-language-selector (talk about
graphical interface, in regional formats - works fine). They just
inactive.  This is in standarat Unity 3D session. Workaround is ...
install gnome shell, and from language selector can be chosen.
