Nicolas - as far as I can tell, emacs21 (now called emacs23) is GNU emacs, and 
not xemacs.
Those are different (although very similar looking) programs.

There is GNU emacs with and without X, and there's xemacs with and
without X.

Unfortunately, like the OP mantioned, the xemacs with nox variant isn't
available in the ubuntu packages (as opposed to the gnu-emacs, or simply
emacs, which is available both with and without x)

I too am looking for the xemacs-nox variant (as it's what we use at
work, and I've grown quite used to it).
