This sounds a lot like a kernel issue to me.
What happens after resume, does the iwconfig command still list the wifi
device? Are killswitches listed in 'rfkill list'?
This is relevant because there is some chance that this is in fact
caused by a memory bug that gets more easily triggered through
suspend/resume.
