I think the real problem is that even though geoname look up has
localised names of places (transliterated) it does not have localised
spellings. Such that at that page we really need latin based keyboard,
regadless of the final/selected keyboard layout or language.

This can either be fixed by selecting latin based locale, offer to switch to 
one.
Or have the geoname lookup database full of alternative spellings in localised 
writting systems.

Examples:
http://geoname-lookup.ubuntu.com/?query=Moskva - returns many results
http://geoname-lookup.ubuntu.com/?query=Киев - returns none
