There would not be any issues with translations of such a dialog, since
it's something that would come from policykit for which the strings
should already be available and translated. It's just a matter of making
sure the policy is set properly.

Regardless, option 3 is fine by me, but I strongly disagree that making
items insensitive is the right way to fix this issue, it's more likely
to introduce confusion ("why can't I click my wireless network?")
