Sometime, possibly when going from Alpha 2 to Beta 1 of 12:10, the issue must have been picked up for the package manager now works. I always work with the tatest development edition, because I like to follow the leading edge of a new offering, but I run the risk of this sort of issue - namely something quite serious gets broken. So in future I shall always work with the release version of the preceding version as a back up. I regard the unstable development edition of the latest Ubuntu as safer to use than the most venerable offerings of the Gaesware Empire. I can take the risk becuase I use Ubuntu for my own private purposes and I can bear the risk of some failure.
