* Increase debian/compat to 9
* debian/rules
- cleaned up not needed cruft.
- removed CFLAGS calls, this is now being done by dh9.
* debian/control
- added libchromaprint-tools, hicolor-icon-theme to Suggests.
- increased debhelper dependency to >= 9
