I'm using ubuntu 12.04 as well with all updates from proposed as well. I'm not home right now but i think i'm running unity 5.16.
When I go select a workspace this happens like 50% of the time or sometimes even when I start terminal with Ctrl+Alt+T that panel+launcher loses focus. What this means I have to click launcher or panel top of the screen to make it active again. Example if i have two terminal windows open and I select workspace they are in no top panel menu is shown for the terminal windows even if I change focus between those two terminal windows. To get menu back i have to either click launcher or top panel. Also if I want to launch something from launcher i first have click launcher or top panel then second click on launcher launches something.
