Sebastian & Žygimantas, it works here with Ubuntu 12.10 and the GNOME3
PPA.

1. Add the GNOME3 PPA; sudo apt-get update; sudo apt-get dist-upgrade
2. Open System Settings and click Region & Language
3. Switch to the Layout tab.
4. Click the + button to add additional keyboard layouts.

With 50 comments on this bug and dozens of subscribers I can no longer
effectively triage this bug. If you are still having problems,  you need
to open your bug if you want it to get the attention it needs.

Sebastian, as I said in comment 33, it's not possible to fix this in the
regular archives for Ubuntu 12.10, at least not as long as the fix
requires a new version of gnome-settings-daemon and gnome-control-
center.
