This does - it's now a part of ubuntu-restricted-extras source package.
Unfortunately, this is an empty package at the moment - apt isnt
installing recommends by default, for universe/metapackages, only
packages in main. This will be fixed before tribe 3. (either, it gets
hardcoded back to dependancies, or apt gets fixed, to cope with
metapackages in universe or multiverse)
