The copyright file in this package says:

This doesn't make sense to me.  If all of the icons are copyright to
someone else, why are they included in this package - instead of
depending on another package that provides them?  Has this theme been
based on another existing icon theme - if so, what one?  (This
information should be included somewhere in the package - preferably in
debian/copyright.)

In debian/control, you have:

Description: ubuntukylin theme
 Theme for UbuntuLykin

This should read:

Description: UbuntuKylin theme
 Theme for UbuntuKylin

Since UbuntuKylin is a proper name, it should be capitalized - and the
typo in the second line should be fixed.

Note that the debian/copyright you have does not strictly meet
<http://www.debian.org/doc/packaging-manuals/copyright-format/1.0/>.
This is not a blocker for sponsorship, but you may want to be aware of
it and fix it at some point.
