File > Close Window (Ctrl+W), like Launcher > right-click > Quit, only
closes the *window*, but the Manager is still running, so it is a sort
of "Minimize".

To really exit the Manager application, and make it disappear from
Launcher, use File > Exit BOINC Manager (Ctrl+Q). Notice this will exit
the *Manager*, but not necessarily shut down boinc and its background
tasks. For that you must also confirm you want to shut down tasks when
exiting the Manager (if needed, enable this confirmation in Tools >
Options)

So I guess the bug does not apply, or it was fixed already somewhere
between OP's 7.0.7 and current 7.0.27: kill the process or reboot is not
necessary and Ctrl+Q is not a workaround, but the intended way to
completely exit the Manager.
