By following greplnx (greplnx) tip, I did the following:

    gsettings set org.gnome.desktop.input-sources sources 
"[('xkb','us'),('xkb','cn')]"
    gsettings set org.gnome.desktop.input-sources show-all-sources true

I am using ibus and switch between English and Chinese inputs.

After doing the above setup, I can see "en" and "zh" layout in gnome 3.6
top-right panel, whichi is good!

But the problem is the "Keyboard Layout" is not integrated with my ibus input 
method. 
When I change "en" to "zh" from top panel, nothing happens, I am still using 
English input method. OR 
when I use "control+space" change English input method to Chinese input method, 
the top panel layout still shows "en".
