A workaround to get shortcuts in non-Latin scripts to work again is to
kill any IBus processes.

I killed

/usr/bin/ibus-daemon --replace --xim --panel disable
/usr/lib/ibus/ibus-dconf
/usr/lib/ibus/ibus-x11 --kill-daemon
/usr/lib/ibus/ibus-engine-simple

and then I could "Select All", or start "Alt+F" to get the File menu.

Thus, IBus is interfering with GTK+ apps, even if for those apps the
default GTK+ IM is active.
