adding this line to a file in /etc/udev/rules.d sorts out my issue

ATTRS{idVendor}=="2458", ATTRS{idProduct}=="0001",
ENV{ID_MM_DEVICE_IGNORE}="1"

so yes, that needs to go in the modem-manager package
