The main reason to split up the package into -core and -extra is to save space on the Live CD. As the italic ones are not really needed on the Live CD, those have been put into -extra. As the experimental ones will presumably change in the future to become stable ones, a separate -experimental package does not make sense to me. Therefor, the -core packages of the fonts only contain the absolute minimum needed to display characters in decent quality on the Live CD desktop. And the essential ones are normal and bold styles (bold for headings, normal for anything else). On a production system, it is recommended to install the -extra packages also to have full font support.
