Distributing proprietary makes no sense -- it is, in effect, counter- productive to the goals of OSS. Also, distributing all the packages would be several DVDs. Doing so for free would be unlikely, as far as I can tell.
I love the idea of Delta updates -- might avoid having to deal with huge .deb files for -data and language packs, etc. LZMA is problematic for people with slower computers or low memory.
