Rarian doesn't care what language it's in. If the LANGUAGE environment variable is set to "mk" (has mk as it's first element) then the docs will be picked up if they exist (i.e. it will find aboutubuntu-mk.omf first). If it doesn't, yelp will fall back to the next available language and so on. If none are found, it'll resort to C.
