On fresh install of Ubuntu 14.04.1: both shifts (holding or repeatedly pressed) do nothing --- system continues to boot. Pressing "escape" just after GRUB is started presents menu, but this requires quite good timing (in contrast to just holding shift during computer boot). If "escape" is pressed repeatedly, GRUB shell appears (as if you press "escape" in GRUB menu).
