The problem is that the recoverable-problem script, which is part of
apport, will crash if the process which we are trying to gather
information about has gone away.  Then the recoverable-problem script,
in its current state in RTM, will crash and create the linked to crash
bucket.

So its not so much about retrieving crash reports on RTM as this doesn't
improve reporting of recoverable problems for processes that have
disappeared, rather it prevents crash reports about apport being
generated which may result in a bad user experience.
