Peter Hutterer, thanks for the clarification. From my reading the kernel
upstream discussion noted in

it appeared to be a consensus that the issue was an X.Org issue, versus
kernel. If this is mistaken, could you please provide technical insight
on which would be the appropriate place to file this?
