Binary package hint: update-manager

Trying to upgrade a feisty install to the current gutsy.

Running update-manager -d -c doesn't every show the "upgrade available" button.
Running it as root spits out this on the tty:
warning: could not initiate dbus
extracting '/tmp/tmpWreGg6/gutsy.tar.gz'
authenticate '/tmp/tmpWreGg6/gutsy.tar.gz' against 
'/tmp/tmpWreGg6/gutsy.tar.gz.gpg' 
could not send the dbus Inhibit signal: global name 'dbus' is not defined

dbus is running fine. 
As root, about 1 run in 2 it shows the 'new version available' button. That 
upgrade fails at the first stage, the files it asks me to attach are attached. 
term.log is empty
