Public bug reported:

My update notifier keeps popping up often, once an hour or so, and it
pulses every five seconds for thirty seconds or something. It's insanely
annoying, and worse yet, wrong:

$ sudo apt-get -u dist-upgrade
[sudo] password for sarnold: 
Reading package lists... Done
Building dependency tree       
Reading state information... Done
Calculating upgrade... Done
0 upgraded, 0 newly installed, 0 to remove and 0 not upgraded.

That was seconds after the update notifier finally went away.

I don't recall it being this annoying on 14.04 LTS.
