Additional info: the Desktop -> Background widget has a "Folder"
selector which can drop down to "other", where it shows the default from
which the choices are offered.  This selector is ineffective in that all
items are greyed out, even the ones in the default directory, and there
seems no way to change the folder which the original selector is
viewing.  However, this sheds some light on why the third monitor is
different.  It appears to be using a different default,
/usr/share/backgounds/xfce instead of /usr/share/xfce4/backdrops.  I
confirmed this by copying one image to the /usr/share/backgrounds/xfce,
and was able to select it.

This is seriously messed up.  (1) All monitors should have the same
selections.  (2) The "Folder" selector should allow one to choose an
image in any folder you select, or should not be offered at all.
