Public bug reported:

statd is required to provide file system level locks for nfs shares. The
statd service is no longer riunning by default, or enabled by default
when you install the nfs server. I'm not sure.

This means that developers starting a vagrant box will get cryptic
errors like this: http://askubuntu.com/questions/837962/nfs-error-no-
locks-available-after-update-to-16-10/838630#838630.

Enabling statd solves the issue.

This is an issue in 16.04, and 16.10.
