Ubuntu Version: 16.10 and 17.04

gnome-screensaver: 3.6.1-7ubuntu5

Expected Functionality: I expect to be able to interact with the top
menu bar from the lock screen in a multi-screen setup.

Current Functionality: In Ubuntu 16.10 and 17.04, when locking the
screen either by letting the system idle or manually locking the screen,
the ability to interact with the top menu bar becomes unresponsive. The
ability to switch users, shutdown the system, check battery status, view
calendar, etc is no longer accessible.

This has been tested on two laptops running 16.10 and one after
upgrading to 17.04. Both systems have a multi-screen setup. This only
happens after changing focus from the initial locked screen to another
screen. As long as the mouse cursor is not moved to another screen, you
can access the top menu bar. Once focus changes to another screen, all
top menu bar functionality is gone until you log in as the current user.

This was tested in Ubuntu 16.04 and the bug was not present.
