may be removed by decrypting «input.pdf» with the command qpdf --decrypt input.pdf output.pdf as Manoj did for another, related problem https://stackoverflow.com/questions/30259554/pdftk-error-failed-to-open-pdf-file. Nothing in the PDF file's cover says "encrypted", it says "optimized".
