They are right in the OpenOffice Bugtracker: Slant and radius just don't work with "shapes", they only work with ordinary "rectangles". Unfortunately, the Ubuntu version of OOo Impress has the rectangle and ellipse shapes in the bottom toolbar, not their standard counterparts.
You can easily compare this with OOo Writer: It has the ordinary rectangle and ellipse, and with that rectangle, slant and radius work well. You can easily distinguish these two variants of the rectangle, as (with the Tango theme) the ordinary rectangle that works has a blue icon, while the rectangle shape has a light grey icon.
