Of course there's a security risk to handling attachment downloads. Simply 
surfing the web is a huge security risk. 
Allow me to make the decision to automatically (without a prompt) decide to 
download or open a specific type of file, because I know what I'm doing. Don't 
make it the default, so Grandma doesn't get pwned, but don't limit me to 
Grandma's training wheels. 

But regardless of whether you allow me to actually use my computer how I
want to, STOP LYING TO ME.

When you tell me that checking a box will do something, and it does not
do that thing, and you KNOW it doesn't do that thing, you're lying to
me.
