I'm not really sure, but judging by the bug from Debian bug tracker this is a kernel fault actually, quote:
This failure to wireguard appears to be due to the backport of "siphash: add cryptographically secure PRF" in 4.9.168, without its follow-on upstream patch 1ae2324f732c9c4e2fa4ebd885fa1001b70d52e1 (attached). And wireguard developers are going to "temporarily work around the problem in the wireguard packaging with a version-check compatibiity workaround nudge from upstream", which again indicated rather kernel problem.
