Please could you explain, for SRU purposes, why not building dpkg linked
with libzstd is a problem for stable releases? I have little doubt that
it is, but to review this SRU I need to know why. This isn't immediately
obvious to me and so I think it should be documented here; otherwise an
SRU is not justified.
