Thank you for taking the time to report this bug and helping to make
Ubuntu better.

Ubuntu 16.04 LTS upgrade path is to 16.10 OR the next LTS, ie. 18.04
LTS.  To jump to the development release, you should start with an
updated LATEST release; you are many releases behind and not even the
latest LTS release.  A re-install is the recommended way to skip
releases.

I see lots of ROS packages in your system, this creates a known issue
and will mark this a duplicate because of that - but in your case you
should be release-upgrading to 18.04 LTS, reboot - then...
