So the change would need to be in Debian/Ubuntu (as it is not part of
upstream) but the discussion if the change is rather safe should be had
upstream.

Since you can avoid the issue by a config change I wonder if you could
drive the discussion upstream and if the change is confirmed to be
reasonable I'd think this particular case would better be filed against
Debian.

It is unlikely/impossible to SRU the change and it seems (due to config
being an option) take Delta for it. So if I might ask you to drive that
it would be great if you could come back with the discussion/bug-links
for it.
