I just tested the same scenario (#22) on Ubuntu MATE. It doesn't occur here. It must have something to do with Xfce or the interface libraries.
To re-cap, I have these symptoms using the Xfce 4 desktop that is part of Xubuntu 18.04.3 up-to-date.
