The nova-conductor process requires a valid connection to keystone to
retrieve the service endpoint for the placement service on startup.
The autopkgtest does not setup and configure keystone and placement as
part of the test configuration.
That said running the database migrations as part of the autopkgtest
still adds alot of value to my suggestion is to disable the daemon
checks for this cycle.
We really need a more complete 'basic openstack test environment' for
autopkgtests and daemons are increasingly non-functional and will
terminate if all dependent resources are not configured and running.
