As noted in comment #2, I used to be able to observe the problem, but I cannot any longer. I upgraded my laptop to 19.10 a while ago while it was still in development, and I couldn't tell for sure when the problem went away. I didn't do a fresh install, nor did I create a new user or cleaned up settings in any way.
@Christopher: from your last comment I understand you're still affected. Have you upgraded to 19.10 ? If not, are you planning to do it in a not- too-distant future?
