Thanks for taking the time and filing this bug in Ubuntu.

Looking at the data you provided, I wonder:
● postgresql.service - PostgreSQL database server
   Loaded: loaded
(]8;;file://zombie/etc/systemd/system/postgresql.service/etc/systemd/system/postgresql.service]8;;;
 enabled; vendor preset: enabled)
   Active: failed (Result: exit-code) since Fri 2019-10-25
18:01:30 UTC; 10ms ago
     Docs: ]8;;man:postgres(1)man:postgres(1)]8;;
  Process: 24862 ExecStart=/var/lib/postgresql/12/main -D /usr/local/pgsql/data
(code=exited, status=203/EXEC)
 Main PID: 24862 (code=exited, status=203/EXEC)

Why is there mention of postgresql version 12 in there? Eoan (19.10)
shipped with postgresql 11.5.

You also seem to have a systemd override in place
(/etc/systemd/system/postgresql.service?
file://zombie/etc/systemd/system/postgresql.service?).

** Changed in: postgresql-11 (Ubuntu)
       Status: New => Incomplete
