I tested this by installing python2 on an Ubuntu 19.04 system then
symlinking /usr/bin/python to /etc/alternatives/python - an empty file
but that's fine. I then ran 'do-release-upgrade' and received the error
message in the description. I then ran 'do-release-upgrade -p' and the
upgrade proceeded.
