Many problem s with download speed reduced problem.
Not occurs at 4.18 kernels or kernel below 5 versions.
I tried most updated like Kernel 5.3. Not works too.
Device:

PCI Express Gigabit Ethernet Controller (rev 15)
Modules working at 4.18 kernel:
r8169 86016 0
mii 16384 1 r8169
Temporary using fixed 4.18 kernel.
