Public bug reported:

I upgraded from 16.04 to 18.04, and the LXD upgrade didn't go very well.
First the error reported by lxc about my pre-existing container was
about "Failed to load raw.lxc". A web search then lead me to
https://github.com/lxc/lxd/issues/6049 which matched my problem, told
how to change the raw.lxc config item, and also contained and the
solution my next reported error, "Containers must have a root disk
device".

I followed the various "lxd sql global" incantations in the issue
comments and finally got it up and running.

Note that there is also an existing comment from "redeye86" on that
ticket reporting the same problem on Ubuntu in a 16.04->18.04 ugprade.
