Public bug reported:

The currently shipped documentation in Focal Fossa refers to apt-offline
for offline package management.  We don't ship that any more.  Offline
package management is pretty much broken as a paradigm with the advent
of snap, Flatpak, and AppImage in addition to the traditional Debian
packages.

Patch to the documentation text is attached to fix things for now until
something better can be written.  Research is required in a further
follow-up.
