We've not seen any other issue like this in the past 5 years, users
usually know to pick something that they can actually run or know that
they'll need to setup emulation.

The error reported as weird as it is, is the expected behavior from the
kernel when asked to run a foreign architecture binary, so no obvious
bug to fix here nor really a way for LXC to distinguish that case from
an actual permission issue.
