Just discovered this same thing here when I noticed my knob was working on my dell keyboard.
Volume is at 100%, if I turn it up it sets the volume to 40%. It goes down smooth but any up action puts it at 40%. Also when it moves up and down it turns the bass control up and down. The card is a SB Audigy2 using the emu10k1 module. System is Kubuntu Hardy. I set the global shortcuts in kmix too but whatever this is seems related to whatever the popup OSD for the volume display is possibly.
