The discussion on this bug has become so long and complicated that it is
impossible to understand easily what it is about. Since the issues are
complex, I'd recommend writing a specification/blueprint to clarify the
ideas and then discussing it on the ubuntu-doc mailing list if there is
interest in taking this further. I'll close the bug for now.
