Thank you for filing the bug and helping to make Ubuntu better. Did you mean to say that in "Read individual mail in separate window" (i.e. one mail is opened in a separate window) and this window toolbar is customized to have 'Forward' and 'Backward' buttons, these buttons do not go through previous and next *read* mails?
I tried to reproduce this bug by opening a read mail in the middle of the list, adding forward and backward buttons to the toolbar and pressing the buttons indeed changed the mail opened in a separate window to read mails before and after the current mail respectively. If my understanding of your bug is correct, then am not able to reproduce your bug. If my understanding is wrong, can you please provide me with a clear explanation of your reported bug and how to reproduce it?
