I've marked this bug as duplicate of
https://bugs.launchpad.net/ubuntu/+bug/199522 .
It seems to me that there is common problem: When idle, brightness decreases
(let's say to specified level). But when there is activity (user moves mouse or
use keyboard), the screen won't brighten back again.
Feel free to remove duplicate mark if the problem isn't primarily the
one i've described.
