Just tested this on a fresh install of Hardy Beta and it's still
present.

I understand the hierarchy of the components of the accessibility tab in
gdmsetup as follows:

If I haven't "Activate accessibility modules" (not using the English
version right now, so this is maybe not exact) ticked, the values of the
checkboxes for "Themes" and "Sounds" should be handled as "false". But
if one of those sound options is ticked I still can hear sounds when GDM
starts.

In addition: When unticking "Play system sounds" in the system's audio
settings I don't expect GDM - as a system component - to play sound (no
matter if accessibility modules for GDM are activated or not).
