Thanks for your bugreport.
This is fixed in the hardy version of the release upgrader. It is less
strict about keeping translation on CD only upgrades. For you I would
suggest as a workaround to either use the DVD or to upgrade with network
support. The majority of the packages will still be fetched of the CD.
