I can confirm the behaviour exactly as described.

knetworkmanager 1:0.2.2-1ubuntu2
network-manager 0.6.6-0ubuntu5

I have discovered one other aspect:  after trying to assign a manual
configuration to eth0 as described above, if you then disable and then
re-enable the interface it comes up OK.  I'm setting it to "Confirmed"
and changing the package to "knetworkmanager" because "kdeadmin" is a
metapackage.  Thanks for reporting the bug, let's hope the boffins can
fix it soon!
