I'm not in position to say this is a "official" statement but AFAIK and could confirm with other developers, userspace is prepared for it, kernel supports it, but you need to explicitly enable it on the kernel command line, and policies need work because the focus is on AppArmour. So, it's there and can be used but need some work to be useful.
